MEDINA COUNTY FIBER NETWORK

Medina County Fiber NetworkThe Medina County Port Authority’s (MCPA) fiber optic cable network consists of 151 miles of dark fiber throughout Medina County, connecting all major metropolitan areas in the County with 144 strands of dark fiber and providing connectivity to the existing fiber network in Cuyahoga and Summit Counties. The Medina County Fiber Network (MCFN) has created a high bandwidth, neutral platform that will enable governmental subdivisions and agencies, libraries, schools, hospitals and medical facilities, businesses and industry to gain broadband connectivity on advantageous terms.  The MCPA will effectively create an e-Corridor linking the participants, not only to one another, but also to carrier facilities and carriers throughout the region and to serve as a gateway to alternative services and networks.

MCPA will provide broadband transportation services on the network, and does not intend to provide services on the network that would compete with local service providers.  Network neutrality is a critical component of the fiber ring, in order to encourage sustainable adoption of broadband service throughout the county.

Financing

•    $14,435,000 in Recovery Zone Bonds issued by Medina County Port Authority in December 2010, to be repaid within 20 years by user fees
•    Bond Reserve Fund backed by Medina County, Cities of Brunswick, Medina and Wadsworth, Villages of Seville and Westfield Center, and Cascade Capital Corporation
•    MCFN received $1.6 million in federal broadband grant funds awarded as part of OneCommunity’s $44 million Comprehensive Community Infrastructure grant from the U.S. Department of Commerce

Bond Offering Overview

The Medina County Port Authority issued $14.4 million in Recovery Zone Bonds in December 2010.
